RFI Quebec City Area – Late November (belugas, porcupine, moose, etc.)

My wife and I are going to be in Quebec City at the end of November and I have one day I’m able to dedicate to mammal (and bird) watching.
I have seen that belugas occur year round, and I was considering doing a day trip to Tadoussac, but also saw information that the belugas tend to hang out at the Gulf of the St. Lawrence, so I was wondering if folks had any information on seeing belugas in late fall/winter. Are they present in this area? Are they easy/highly likely to see? Can you see them from shore or do you need a tour operator? Do they spy hop at all, or are you mostly just seeing their backs?
I’m also curious about other wildlife – I’ve seen possibilities of moose, porcupine, harp seals, wolves all species I need and would be happy to have information on. I’ve seen suggestions of Parc National de la Jacques-Cartier.
I suppose I’ll throw in that I’m interested in the northern raptor species if anyone has info as well, although I know it’s not the place.
